Yes, both are historic Welsh Counties. Carnarvonshire is North Wales and Carmarthenshire is South Wales. Carnarvonshire can also be spelt Caernarfonshire or Caernarvonshire but suggest leave spelling as is for the monent.
Stumbled across Great Britain and Ireland - interactive county map which so far seems to be very accurate in allocating towns and villages to their historic pre 1974 counties in England, Wales and Scotland. Not looked at Ireland.
