OLD EDINBURGH set cards are numbered 164 - 167 (4 cards).

The card overprinted with PEARSON’S FAF (Fresh Air Fund) has the picture from card 167 but is numbered 164 on the front. The number becomes clear when you zoom into card (see last image).
I’m glad that I don’t have to sort out where in TuckDB the card belongs.
